You can self-register for both the Forum and the Gallery, but send an e-mail to the webmaster if you want Gallery access, since the e-mail registration system is kinda borked at the moment and I have to manually edit your account.

A new site design is being worked on, so for now you'll have to put up with this crappy black and white stuff. If you're handy with HTML and/or PHP, feel free to come up with something. Contact Kevin if you have any ideas.
